Why Stormwater Management Matters in South Florida

With over 60 inches of annual rainfall and a water table inches below the surface in many areas, South Florida's stormwater infrastructure is among the most critical in the country.

South Florida's Stormwater Challenge

South Florida receives 55 to 65 inches of rainfall annually, most of it concentrated in a wet season running from June through October. The region's flat topography, porous limestone geology, and water table that sits just inches below the surface in many areas create a stormwater management environment unlike almost anywhere else in the country.

The Consequences of Inadequate Stormwater Management

When stormwater systems are absent, undersized, or deteriorating, the consequences are significant: property flooding, road closures, groundwater contamination, wetland degradation, and infrastructure damage. In South Florida, flooding from even moderate rain events is a real risk for properties without proper drainage.

Regulatory Framework

The South Florida Water Management District (SFWMD) regulates stormwater management across the four-county South Florida region through its Environmental Resource Permitting (ERP) program. Most development activities that create or modify stormwater systems require SFWMD permits. Additionally, federal NPDES stormwater permits are required for construction sites disturbing more than one acre.

Key Components of a Stormwater System

Collection systems: catch basins, inlets, and storm drains gather surface runoff from roads and parking lots.

Conveyance systems: storm drain pipes and swales move stormwater from collection points to storage or treatment areas.

Retention/detention ponds: store stormwater and allow pollutants to settle out before water is discharged or infiltrated.

Exfiltration systems: a South Florida specialty, these perforated pipe systems allow stormwater to infiltrate into the ground rather than being discharged to surface water.

Maintenance Is as Important as Design

A well-designed stormwater system that isn't maintained will fail. Catch basins fill with sediment, pipes clog with debris and roots, and retention ponds lose capacity as they fill with sediment over time. Regular inspections, cleaning, and rehabilitation keep stormwater systems functioning as designed.
